New Permanent Representative of Estonia Presents Credentials

The new Permanent Representative of Estonia to the United Nations, Rein Tammsaar, presented his credentials to UN Secretary-General António Guterres today.

Prior to his appointment, Mr. Tammsaar was Undersecretary, Political Affairs in the Estonian Ministry of Foreign Affairs, beginning in 2020.  From 2018 to 2020, he served as Ambassador to the European Union, as well as Permanent Representative to the European Union’s Political and Security Council from 2018 to 2019.  He was Director General, Policy Planning in the Ministry of Foreign Affairs between 2017 and 2018 and Foreign Policy Adviser to the Prime Minister Government Office from 2015 to 2017.

From 2011 to 2015, he served as Senior Counsellor in the Political Section of the European Union Delegation to the Russian Federation.  He also served as Director, Division for Eastern Europe and Central Asia in the Ministry of Foreign Affairs from 2010 to 2011.  From 2004 to 2009, he was Adviser and National Liaison in the Early Warning and Policy Unit of the General Secretariat of the Council of the European Union.

Between 1994 and 2004, he held several positions at the Ministry of Foreign Affairs, including Director of Planning Division of the Policy Planning Department (2003-2004); Desk Officer in Policy Planning (2001-2003); and Public Diplomacy diplomat at the Embassy in Moscow (1998-2001).

Born in 1968, Mr. Tammsaar holds a Bachelor of Arts in philosophy from the Pedagogical University of Tallinn, a master’s degree in political science from the Moscow State Institute for International Relations and a PhD in political science and international relations from the University of Tartu.
