Secretary-General Appoints François Louncény Fall of Guinea to Head United Nations Regional Office for Central Africa

United Nations Secretary-General António Guterres today announced the appointment of François Louncény Fall of Guinea as his Special Representative and Head of the United Nations Regional Office for Central Africa (UNOCA).

Currently the Acting Special Representative of the Secretary-General and Head of UNOCA since November 2016, Mr. Fall brings to his new position extensive experience in politics and diplomacy, having supported political processes in Somalia, Central African Republic and South Sudan, and having held senior-level posts in the Government of the Republic of Guinea. From January to October 2016, he served as the Vice-Chairman of the Commission for the Monitoring and Evaluation of the South Sudan Peace Agreement.

Between 2012 and 2016, Mr. Fall was Guinea’s Minister for Foreign Affairs. He has also served as Prime Minister and as Secretary-General to the Presidency. He also held a number of ambassadorial positions, including Permanent Representative to the United Nations and representative at the Security Council.

With the United Nations, Mr. Fall served as Special Representative of the Secretary-General in the Central African Republic from 2007 to 2008, and in Somalia from 2005 to 2007.

Mr. Fall holds a master’s degree in international law from Conakry University in Guinea.

Born in 1949, he is married and has five children.

The United Nations, with its partners, have pre-positioned supplies in nearly two dozen hotspot districts to meet the needs of nearly 770,000 people who are expected to be impacted.
