Security Council Sanctions Committee concerning Central African Republic Meets with Panel of Experts Concerning the Panel’s Work Programme
On 31 March 2017, members of the Security Council Committee established pursuant to resolution 2127 (2013) concerning the Central African Republic were briefed by the Panel of Experts on the Central African Republic in connection with the Panel’s work programme for 2017-2018.
The mandate of the Panel of Experts was extended on 27 January 2017 pursuant to Security Council resolution 2339 (2017), until 28 February 2018.
During the consultations, members of the Committee and the Panel discussed a number of travel-ban and asset-freeze violations. Delegations encouraged the Panel to continue its investigations of arms-trafficking routes and to deepen its understanding regarding the sources of funding for armed groups, in particular regional and international financial support. Members of the Committee also emphasized the importance of the Panel continuing its investigations of human rights and international humanitarian law violations.
Delegations also encouraged the Panel to continue providing statements of case to the Committee regarding individuals and entities which, in the Panel’s view, have committed acts outlined in paragraphs 16 and 17 of resolution 2339 (2017) that are subject to sanctions designation. Members of the Committee and the Panel also exchanged views regarding the various ongoing external mediation initiatives, and underlined the importance of all parties complying with the sanctions regime through the timely submission of travel-ban exemption requests.
