Member States Announce Contributions at 2017 United Nations Pledging Conference for Development Activities

Commitments Represent Decline over 2016

Some 20 countries pledged a total of $398.98 million at today’s United Nations Pledging Conference for Development Activities, reflecting a significant decrease from 2016.

In opening remarks, Navid Hanif, Director of Economic and Social Council Support and Coordination in the Department of Economic and Social Affairs, said the total contributions for United Nations operational activities for development in 2016 had totalled $29.9 billion, which represented an increase of 8 per cent over 2015.

He said that core contributions to the United Nations development system in 2016 had amounted to under 22 per cent of total contributions or $6.5 billion, of which seven donors accounted for half of the core funding.  That funding included a 5 per cent increase in core contributions compared to 2015, ending two consecutive years of decline.  Some $23.4 billion in non‑core funding had been provided in 2016, of which only 7 per cent or $1.7 billion were channelled through inter‑agency pooled funds, despite acknowledgement by the General Assembly that those funds were useful mechanisms for strengthening system‑wide coherence, reducing fragmentation and generating economies of scale.

Noting significant challenges in broadening the funding base, he said available support could not keep pace with the growing humanitarian demands and accentuated the importance of protecting development gains.

The Conference elected Zohrab Mnatsakanyan (Armenia) as President of the 2017 Pledging Conference by acclamation, and Juergen Schulz (Germany) and Hessa AlAteibi (United Arab Emirates) as Vice‑Presidents.

Mr. Mnatsakanyan said States in 2016 had pledged a more than $1 billion, which marked a historic increase in financial commitments compared to previous years’ Pledging Conferences.  Nonetheless, combined contributions to the United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN‑Women) increased by only 0.4 per cent, while their core contributions declined by 2 per cent.  As funding remained below current needs, he encouraged all States to renew and increase their financial contributions.

A number of Member States then made their pledges.

Concluding the Pledging Conference for Development Activities, Nick Hartmann, Director of the Resources Partnerships Group, UNDP, said resources to the Programme dropped by 36 per cent from 2010 to 2016.  By the end of 2017, he said the Programme expected $600 million for core resources, which represented a decrease of 15 per cent from 2015.

Sanjay Wijesekera, Acting Director of Public Partnerships for UNICEF, said the Fund’s revenue trend had been positive overall at $20 billion from 2014 to 2017, with unrestricted regular resources making up 27 per cent of that amount.  Noting challenges, he said public sector funding had fallen almost $100 million, insecurity had driven up operational costs in countries like South Sudan and Somalia and 50 per cent of UNICEF appeals had remained unfunded.

Klaus Simoni Pederson, Chief of UNFPA’s Resource Mobilization Branch, said his Fund’s projected total contribution revenue of $849 million would result in a decrease of 26 per cent from the 2017 strategic plan contribution target of $1.142 million.  To bridge the funding gap, he appealed to all States to consider increasing the amounts for regular resources for UNFPA in 2018 and future years.

Linda Kalenga, Officer‑in‑Charge of the Resource Mobilization Section, UN‑Women, said that several Member States in 2016 had expanded their support to the Entity, resulting in its fastest growth since 2012.  She expressed optimism that such growth would translate into substantial increases in pledged contributions.

Delegates also approved the 2017 United Nations Pledging Conference for Development Activities draft report (document A/CONF.208/2017/L.1).
