Security Council ISIL (Da’esh) and Al-Qaida Sanctions Committee Revises Its Guidelines

On 23 December 2016, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida and associated individuals and entities adopted revised Guidelines for the Conduct of its Work (“Guidelines”).  The Guidelines were revised in compliance with paragraph 38 of Security Council resolution 2253 (2015), which directed the Committee to review its Guidelines.

A number of sections have been amended, including the sections on Meetings of the Committee (Section 3), Decision-making (Section 4), Listing (Section 6), Delisting (Section 7), Updating the Existing Information on the ISIL (Da’esh) and Al-Qaida Sanctions List (Section 8), Review of the ISIL (Da’esh) and Al-Qaida Sanctions List (Section 10), Exemptions to the Assets Freeze (Section 11), Reports Submitted by Members States and Other Information Supplied to the Committee (Section 14) and Outreach (Section 15).

In addition, a number of technical amendments have been included with a view to enhancing accuracy and consistency throughout the text and clarifying Committee practice.

The Committee has adopted the revised Guidelines to facilitate the conduct of its own work and provide useful guidance to Member States in their efforts to implement the relevant Security Council resolutions, including resolution 2253 (2015).  The English language version of the revised Guidelines is available on the Committee’s website (www.un.org/sc/suborg/en/sanctions/1267/committee-guidelines) and versions of the Guidelines in all six official languages will be made available on the website shortly.
