Security Council Sanctions Committee Concerning Central African Republic Convenes Second Meeting with Regional States
On 3 December 2014, the Security Council Committee established pursuant to resolution 2127 (2013) concerning the Central African Republic held an exchange of views on the final report of the Panel of Experts (S/2014/762) and the implementation of sanctions measures pursuant to resolutions 2127 (2013) and 2134 (2014) with the representatives to the United Nations of the Central African Republic, Cameroon, Chad, Republic of the Congo and South Sudan.
The above-mentioned representatives welcomed the Panel’s report and highlighted a number of challenges in implementing the arms embargo and relevant sanctions measures.
Committee members welcomed the engagement of the Central African Republic and the neighbouring States with the Committee and the Panel of Experts, and called for enhanced cooperation by States with respect to Panel visits and requests for information, with a view to strengthening the monitoring and enforcement of the sanctions measures, particularly the arms embargo.
Committee members also encouraged the CAR and neighbouring States to engage informally with the Secretariat for further clarification on the exemption procedures outlined in paragraph 54 of resolution 2127 (2013), including those concerning supplies of arms and other related lethal equipment to the CAR security forces, intended solely for support of or use in the CAR process of security sector reform, as approved in advance by the Committee.
