Security Council Press Statement on Yemen

 


The following Security Council press statement was issued today by Council President Samantha Power (United States):


The members of the Security Council welcome the signature of the Peace and National Partnership Agreement in Yemen that builds on the National Dialogue Conference outcomes and the Gulf Cooperation Council Initiative and Implementation Mechanism.  This is the best means to stabilize the situation and prevent further violence.  The members of the Security Council support the efforts of the Special Adviser to the Secretary-General on Yemen, Jamal Benomar, in facilitating the signing and implementation of this agreement.


The members of the Security Council call on all parties to implement, fully and immediately, all terms of this agreement in its entirety, including turning over all medium and heavy weapons to legitimate State security bodies.


The members of the Security Council emphasize that any actions disrupting security and the carrying out of attacks and threats against political opponents are unacceptable and threaten the peace and security of the whole country.  These actions must cease now.  In this regard, the members of the Security Council underline the necessity for all the parties, including the Houthis, to abide strictly by the terms of the Peace and National Partnership Agreement in its entirety.


The members of the Security Council condemn those who have used violence or who are threatening to use violence to disrupt the peaceful transition.  The members of the Security Council underline the importance of an immediate ceasefire in Sana’a, Al Jawf, Marib and all other areas and a return of all Government institutions to the control of the legitimate authorities.


The members of the Security Council underline that President [Abdrabuh Mansour] Hadi is the legitimate authority based on election results and the terms of the Gulf Cooperation Council Initiative and Implementation Mechanism.  All parties and political actors in Yemen must unite behind President Hadi to keep the country on track to stability and security.


The members of the Security Council call for rapid formation of the new Government and, in particular, stress the need for all parties to respect and uphold the paramount importance of security organs that are loyal to the State.


The members of the Security Council recall that the members of the Sanctions Committee established under resolution 2140 (2014) expressed their readiness, with a sense of urgency, to consider proposals for the designation of individuals or entities as subject to the targeted sanctions measures under resolution 2140 (2014).
