Security Council Sanctions Committee Concerning Central African Republic

Meets with Special Representatives of Secretary-General

 

During its informal consultations on 5 May, the Security Council Committee established pursuant to resolution 2127 (2013) concerning the Central African Republic was briefed by the Special Representative of the Secretary-General for Children and Armed Conflict, Leila Zerrougui, and the Special Representative of the Secretary-General on Sexual Violence in Conflict, Zainab Hawa Bangura.

The purpose of the briefings was to obtain information on any violations or alleged violations of the sanctions measures imposed by resolutions 2127 (2013) and 2134 (2014).  By paragraphs  7(b) and (c) of resolution 2134 (2014), the Security Council decided that the assets freeze and travel ban would apply to individuals and entities designated by the Committee who are involved in planning, directing or committing acts that violate international human rights law or international humanitarian law, as applicable, or that constitute human rights abuses or violations, in the Central African Republic, including acts involving sexual violence, targeting of civilians, ethnic- or religious-based attacks, attacks on schools and hospitals, and abduction and forced displacement; and those individuals and entities who recruit or use children in armed conflict in the Central African Republic, in violation of applicable international law.

During the meeting, several delegations expressed appreciation for the work of the Special Representatives of the Secretary-General and the information they had provided, including proposals to list certain individuals for targeted sanctions.  Committee members expressed the view that the designation of certain individuals for financial and travel sanctions would send a strong message that the international community would no longer tolerate the serious atrocities being committed by all sides in the Central African Republic, and that perpetrators of such acts would be held accountable.  In this connection, delegations encouraged both Special Representatives of the Secretary-General to exchange information on possible designations with the Panel of Experts on the Central African Republic established pursuant to resolution 2127 (2013).
