Approving Draft Resolution, Fourth Committee Urges Implementation of Proposals

 

by Special Committee on Peacekeeping Operations

 

The Fourth Committee (Special Political and Decolonization) today recommended for adoption by the General Assembly a draft resolution that would urge Member States and the United Nations to implement measures identified by the Special Committee on Peacekeeping Operations.

Through the resolution (document A/C.4/68/L.21), approved without a vote, the Assembly would welcome the Special Committee’s report (document A/68/19), endorsing its proposals, recommendations and conclusions, and urge Member States, the Secretariat and relevant United Nations bodies to take steps to implement them.

Mohamed Selim (Egypt), Special Committee Rapporteur, introduced the report and draft resolution, which he said was based on previous ones adopted in recent years.  The Special Committee, he noted, had held its 2014 session from 24 February to 21 March, and its membership remained at 148 States, with 12 States and organizations participating as observers.

The outcome report covered a wide range of aspects, including guiding principles, definitions and implementation of mandates; restructuring of peacekeeping; safety and security of peacekeeping personnel and their conduct and discipline; strengthening operational capacity; strategies for complex operations; cooperation with troop-contributing countries; triangular cooperation between the Security Council, the Secretariat and the troop- and police-contributing countries; cooperation with regional arrangements; enhancement of African peacekeeping capacities; developing stronger United Nations field support arrangements; best practices and training; personnel; and financial issues.

The Fourth Committee will reconvene on 11 June to elect the Chair and other Bureau members for the General Assembly’s sixty-ninth session.
