New Permanent Representative of Cambodia Presents Credentials

The new Permanent Representative of Cambodia to the United Nations, Ry Tuy, presented his credentials to UN Secretary-General Ban Ki-moon today.


From 2007 until his latest appointment, Mr. Tuy was Director of the International Organizations Department in Cambodia’s Ministry of Foreign Affairs and International Cooperation of Cambodia.


He served as Deputy Head of Mission at his country’s embassy in Belgium between 2004 and 2007, with concurrent accreditation to the European Union, Austria, the Netherlands and Luxemburg.


Mr. Tuy was the Inspector General and Director of Cabinet in the Ministry of Foreign Affairs and International Cooperation from 2003 to 2004.  Between 1999 and 2003, he served as Deputy Director-General in the General Department for the Association of Southeast Asian Nations (ASEAN).  Also during 1999, he held the rank of Deputy Director for Security Cooperation in the same Department, and that of Bureau Chief between 1997 and 1999.


From 1996 to 1997, Mr. Tuy served as First Secretary in Cambodia’s Permanent Mission to the United Nations in New York, and as Second Secretary from 1993 to 1996, having joined the Ministry’s Department of International Organizations in 1980.


Mr. Tuy holds a Master of Arts degree in international law from the Moscow International Relations Institute (1986-1992).


Born on 21 February 1954, in Kampong Cham, Cambodia, he is married and has two daughters.
