Secretary-General Appoints Jean-Paul Laborde of France Executive Director


of Counter-Terrorism Executive Directorate


United Nations Secretary-General Ban Ki-moon confirmed the appointment of Jean-Paul Laborde ( France) as Executive Director of the Counter-Terrorism Executive Directorate (CTED) at the Assistant Secretary-General level, following the concurrence of the Security Council.  He will succeed Mike Smith ( Australia), to whom the Secretary-General is deeply grateful for his dedication and able leadership.


Mr. Laborde currently serves as Judge of the Criminal Chamber of the French Judicial Supreme Court (Cour de Cassation).  During 22 years of senior-level responsibilities in various branches of the French criminal justice system, he acted as President of Chamber of the Second French Court of Appeals in Aix-en-Provence, Head of National Service for Inspection of Penitentiary Services of France, Chief Prosecutor, Assistant Prosecutor-General and judge.


During his 17 years of senior United Nations service, Mr. Laborde held positions as Senior Adviser to the Under-Secretary-General for Political Affairs in Charge of Counter-Terrorism Affairs (2009-2010); and Director and Chairperson of the Counter-Terrorism Implementation Task Force (2010-2011).  He was also the Interregional Adviser on Crime Prevention and Criminal Justice at the United Nations Office on Drugs and Crimes (UNODC).


Mr. Laborde is actively engaged in academic work and is in charge of courses on international financial and economic crimes with the Catholic Institute for Highest Studies, and is the co-founder of the Centre on International Criminal Law at the Faculty of Law of Toulouse.  He holds a Diploma from the Centre des hautes études sur l’Afrique et l’Asie modernes, a Certificate of Admission to the Bar, a diploma from the Institute of Judicial Studies of Toulouse and a Maîtrise in private law from the University of Toulouse.


Born in 1950 in Auch, France, Mr. Laborde is married and has three children.
