General Assembly Passes by Consensus Resolution Establishing Intergovernmental

Committee of Experts on Sustainable Development Financing

 

Recalling its endorsement of the outcome document of the United Nations Conference on Sustainable Development titled “The future we want”, the General Assembly today decided to establish an intergovernmental committee of experts on sustainable development financing.

Adopting by consensus a decision to that effect (document A/67/L.70), the Assembly welcomed the 30 experts nominated by the Organization’s five regional groups to serve on the committee, and decided that those bodies should be authorized to appoint replacements for their experts who cease to be committee members.  The names of the 30 experts are listed in the first annex to the document; their replacements are in the second.

Further to the text, the Assembly asked the committee to hold its first meeting no later than August 2013 and requested the Secretary-General to provide the necessary support for the committee until it completed its work in 2014.

Following the text’s adoption, the representative of the United States, in explanation of position, thanked the facilitators of the resolution for their “balanced and stoic” work.  Her delegation was pleased to join the consensus and strongly supported the international community’s discussion of financing for development.  Nevertheless, she outlined a number of concerns, including the “large-scale seat rotation arrangement”, which she felt was incompatible with what had been agreed at Rio.  Indeed, she pointed out, that arrangement defeated the purpose of a defined expert body.

The General Assembly will reconvene at a time and date to be announced.
