New Permanent Representative of Portugal Presents Credentials

The new Permanent Representative of Portugal to the United Nations, Alvaro José de Mendonça e Moura, presented his credentials to UN Secretary-General Ban Ki-moon on 16 April.


Prior to his appointment, Mr. Mendonça e Moura was his country’s Ambassador to Spain since 2008.  From 2002 to 2008, he was the Permanent Representative of Portugal to the European Union in Brussels, Belgium, and from 1999 to 2002, the Permanent Representative of Portugal to the International Organizations in Geneva, Switzerland.


From 1995 to 1999, Mr. Mendonça e Moura was the Ambassador of Portugal in Vienna, Austria, and also the Permanent Representative of Portugal to the International Atomic Energy Agency (IAEA) and the United Nations Industrial Development Organization (UNIDO) Office.  Simultaneously he was the non-resident Portuguese Ambassador in Ljubljana, Slovenia (from February 1996), and in Bratislava, Slovakia (from June 1996).


Between 1990 and 1995, he held several posts in the Ministry of Foreign Affairs in Lisbon, including as Chief of Cabinet of the Minister for Foreign Affairs (1992-1995); Chief of Cabinet of the Secretary of State for Foreign Affairs and Cooperation (1991); and Director of the African Affairs Department (1990).


Between 1979 and 1990, he held diplomatic assignments in Pretoria, South Africa (1985-1990), and in Geneva, Switzerland, at the Permanent Delegation to the European Free Trade Association (EFTA) and the General Agreement on Tariff and Trade (GATT) (1979-1985).


He joined the Portuguese diplomatic service in 1975 and began his diplomatic career in the Ministry of Foreign Affairs, where he served as Attaché and Secretary of Embassy between 1975 and 1978.  From 1991 to 1995, he was also a lecturer of African politics at the Lusiada University in Lisbon.


Mr. Mendonça e Moura graduated in law at the University of Coimbra.


Born on 17 March 1951 in Porto, Portugal, he is married and has four children.
