Security Council Sanctions Committee on Democratic Republic of Congo Draws
Attention to Two Recommendations in Final Report of Group of Experts
On 12 November 2012, the Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo (DRC) considered the final report of the Group of Experts on the DRC (S/2012/843), which is available on the Committee’s website: http://www.un.org/sc/committees/1533/egroup.shtml.
In this connection, the Committee wishes to draw attention to the following recommendations in the above-mentioned report, which are addressed to all Member States and, respectively, to the Executive Secretary of the International Conference on the Great Lakes Region (ICGLR) (paragraph 243(e) below); and the International Tin Research Institute (ITRI), the Tantalum-Niobium International Study Center (TIC), North Kivu Mineral Traders Association and the Electronic Industry Citizenship Coalition/Global Sustainability Initiative (EICC/GeSi) (paragraph 243(j) below):
Paragraph 243 (e) (page 55): All armed groups, including FDLR and M23, to immediately release all child soldiers and cease any future recruitment of minors.
Paragraph 243 (j) (page 55): Exporters, processing industries and consumers of tin, tantalum and tungsten mineral products from the eastern Democratic Republic of the Congo and other “red flag” locations to invest in traceability and due diligence in the Kivus, Katanga, Maniema and Orientale Provinces in order to halt cross-border smuggling and preserve the credibility of the Rwandan tagging scheme.
