Human Rights Committee Examines Progress Report of Special Rapporteur
for Follow-up on Concluding Observations
The Human Rights Committee this afternoon examined the progress report of its Special Rapporteur for Follow-up on Concluding Observations, which provides a country-by-country update on correspondence with States parties between the Committee’s 103rd and 104th sessions on implementing the expert body’s recommendations on their compliance with the International Covenant on Civil and Political Rights.
The document included updates on correspondence with 10 countries: Chile, France, United Kingdom, Nicaragua, Spain, Australia, Chad, Estonia, Colombia and Belgium.
Before considering the document, Christine Chanet, expert from France, strongly criticized the fact that it was not available in separate English and French versions, but only in a single document that combined both languages. Moreover, the parts of the document in French were full of anglicized words.
Committee members also had before them an annex (Annex 2 CCPR/C/104/6), which weighed in on the follow-up paragraphs pertaining to those 10 countries, which were part of the Special Rapporteur’s report (document Annex CCPR/C/104/2). The latter document contained the follow-up procedures in their entirety, providing an update on correspondence from 2006 to March 2012 between the Committee and all States parties that had presented periodic reports to the Committee during its sessions from July 2006 to October 2010.
Also during the meeting, experts discussed preparations for a joint meeting between the Committee and the Committee on the Elimination of Discrimination against Women, scheduled for October in Geneva.
The Committee will reconvene at 3 p.m., Thursday, 29 March, to take up its annual report to the General Assembly.
