Biographical Note

New Permanent Representative of Belarus Presents Credentials

The new Permanent Representative of Belarus to the United Nations, Andrei Dapkiunas, presented his credentials on 4 January to UN Secretary-General Ban Ki-moon.

Mr. Dapkiunas previously served as Permanent Representative of Belarus to the United Nations from 2004 to 2011, during which time he also served as President of the Executive Board of the United Nations Children’s Fund (UNICEF) (2006) and Vice-President of the Economic and Social Council (2008).  Most recently, he worked in Minsk as Director of Humanitarian Cooperation and Human Rights of the Belarusian Ministry of Foreign Affairs.

Before his first appointment to the United Nations as ambassador, Mr. Dapkiunas served in the Ministry of Foreign Affairs as Director of the Americas Department (1997-2004), Head of the Office for the United States and Canada (1995-1997), and as Assistant to the Minister (1994-1995).

In addition, he was also Second Secretary at the Permanent Mission of Belarus to the United Nations (1992-1994) and Second Secretary of the Chernobyl International Cooperation Department in the Belarusian Ministry of Foreign Affairs (1992).  From 1985 to 1988, he was a lecturer in the Interpretation Department of the Minsk State Institute for Foreign Languages.

Mr. Dapkiunas holds a doctorate in political science from Belarusian State University and a Higher Education Diploma in languages (English and French) from the Minsk State Institute for Foreign Languages.  He speaks Belarusian, English, French, Polish and Russian.

Born in Minsk in 1963, he is married with two children.
