New Permanent Representative of Niger Presents Credentials

The new Permanent Representative of Niger to the United Nations, Boubacar Boureima, presented his credentials on 4 January to UN Secretary-General Ban Ki-moon.

Prior to his appointment, Mr. Boureima served as Secretary-General of the Ministry of Foreign Affairs of Niger since October 2010.

Mr. Boureima served as his country’s Counsellor at the United Nations Mission from October 2004 until October 2010.  During that period, he served as Chargé d’Affaires, a.i., from March to September 2005.

From November 2001 to September 2004, he was Head of the Division for Decentralization Cooperation in the Department for Decentralization and Non-Governmental Organizations of the Foreign Ministry.  He served as Director of Legal Affairs in the Secretariat of the Economic Community of West African States (ECOWAS) Agreement on Non-Aggression and Defence (ANAD) in Abidjan, Côte d’Ivoire, from September 1999 to August 2001.

From February 1996 to August 1999 he served as Director of Legal and Consular Affairs in the Ministry of Foreign Affairs, before which he worked as Acting Director of Protocol in the same ministry since November 1995.  He held the position of Deputy Secretary-General of the Ministry of Foreign Affairs and Cooperation from October 1994 to February 1995.  From April 1992 until October 1994, Mr. Boureima served an earlier term as Director of Legal and Consular Affairs.  Prior to that, he served as Foreign Affairs Adviser since 1992, and served in the Ministry’s Department for Africa and the Middle East from August 1990 until April 1991.  In June 1990, he held the position of Administrative Director.

The new envoy has a master’s degree in law, with a major in international studies from the University of Benin in Lomé, Togo (1979-1984); and a DESS (Diplôme d’Etudes Supérieures Spécialisées)in diplomacy and the law of international organizations from the University of Paris Sud (Orsay), (1989-1990).  He was born in Dargol (Téra), Niger, in 1958, and is married.
