Fourth Committee Approves Draft Resolution Recommending That General Assembly

Review Implementation of Peacekeeping Proposals by Subsidiary Body

 

Convinced that the United Nations must continue to improve its peacekeeping capabilities and enhance the effective deployment of its operations, the Fourth Committee (Special Political and Decolonization) today approved, without a vote, a draft resolution by which the General Assembly would review the implementation of previous proposals of the Special Committee on Peacekeeping Operations and consider new ones, so that the Organization could fulfil its responsibilities in that field.

Mohamed Selim ( Egypt), Rapporteur of the Special Committee, said that the text, entitled “Comprehensive review of the whole question of peacekeeping operations in all their aspects”, would have the Assembly endorse the subsidiary body’s proposals, recommendations and conclusions.  It would also urge Member States, the Secretariat and relevant United Nations organs to take all steps to implement them.

Presenting the report on the Special Committee’s 2011 session (document A/65/19), held from 22 February to 18 March, as well as on 9 May, he said that during the first week of the session, members had held a general debate and heard statements by the Under-Secretaries-General for Peacekeeping Operations and Field Support, as well as briefings by the Office of Legal Affairs and the Chair of the Peacebuilding Commission, among others.

The Rapporteur said that the Special Committee’s Working Group, meeting from 24 to 28 February, 7 to 18 March and on 9 May, had finalized its work on the draft recommendations, proposals and conclusions contained in paragraphs 15 to 278 of the report.  They addressed, among other matters, the guiding principles, definitions and implementation of peacekeeping mandates; restructuring of peacekeeping; safety and security; conduct and discipline; strengthening operational capacity; and best practices.

He also noted that the Special Committee’s membership had grown to 147 this year.

The Fourth Committee will meet again on a date to be announced.
