General Assembly Fills Vacancies on International Law Commission,
Committee for Programme and Coordination
The General Assembly met today to fill vacancies on administrative and legal bodies of the United Nations, including by voting to elect members of the International Law Commission.
Voting by way of secret ballot, the Assembly elected a total of 34 members of the International Law Commission — a body devoted to the promotion of the development and codification of international law — to serve five‑year terms of office beginning on1 January 2012. They constituted nine nationals from African States; eight from Asian States; three from Eastern European States; six from Latin American and Caribbean States; and eight nationals from Western European or Other States.
From African States, it elected Mohammed Bello Adoke (Nigeria), Pedro Comissário Afonso (Mozambique), Abdelrazeg el‑Murtadi Suleiman Gouider (Libya), Hussein Hassouna (Egypt), Maurice Kamto (Cameroon), Ahmed Laraba (Algeria), Chris Peter (United Republic of Tanzania), Dire Tladi (South Africa) and Amos Wako (Kenya).
From Asian States, it elected Ali Mohsen Fetais al‑Marri (Qatar), Mahmoud Hmoud (Jordan), Huang Huikang (China), Kriangsak Kittichaisaree (Thailand), Shinya Murase (Japan), Ki Gab Park (Republic of Korea), Narinder Singh (India) and Nugroho Wisnumurti (Indonesia).
From Eastern European States, it elected Kirill Gevorgian (Russian Federation), Ernest Petrič (Slovenia) and Pavel Šturma (Czech Republic).
From Latin American and Caribbean States, it elected: Enrique Candioti (Argentina), Juan Manuel Gómez‑Robledo (Mexico), Gilberto Vergne Saboia (Brazil), Eduardo Valencia‑Ospina (Colombia), Stephen Vasciannie (Jamaica) and Bernd H. Niehaus (Costa Rica).
From Western European or Other States, it elected Lucius Caflisch (Switzerland), Concepción Escobar Hernández (Spain), Mathias Forteau (France), Marie Jacobsson (Sweden), Donald McRae (Canada), Sean Murphy (United States), Georg Nolte (Germany) and Michael Wood (United Kingdom).
Based on recent nominations made by the Economic and Social Council, the General Assembly also elected, by consensus, 15 members of the Committee for Programme and Coordination. They would serve three‑year terms beginning 1 January 2012.
Those seats were distributed as follows: four seats for African States (Cameroon, Guinea, Guinea‑Bissau and Zimbabwe); three seats for Asia‑Pacific States (Iran, Malaysia, Pakistan); three seats for Eastern European States (Belarus, Bulgaria and Republic of Moldova); four seats for Latin American and Caribbean States (Argentina, Brazil, Cuba and Uruguay); and one seat for Western Europe and other States (Italy).
The Assembly did not act on to fill one additional seat for the Asia‑Pacific States, and four additional seats for the Western European and Other States, as the Council had postponed the nomination of candidates.
Finally, it elected 27 country members of the Governing Council of the United Nations Environment Programme (UNEP), also by consensus, to serve four‑year terms of office beginning1 January 2012. Those States were the Republic of Congo, Egypt, Liberia, Mauritius, Nigeria, Senegal, Sudan and Togo (African States); Bangladesh, India, Iran, Saudi Arabia and Thailand (Asia‑Pacific States); Albania, Georgia and Poland (Eastern European States); Chile, Colombia, Cuba, Ecuador and Mexico (Latin American and Caribbean States); and Israel, Italy, the Netherlands, Norway, Spain and the United Kingdom (Western European and Other States).
The Assembly did not act on two additional seats on the Governing Council, allocated to the Asia‑Pacific States. It will hold elections to fill those States upon notification by interested members from that region.
The General Assembly will reconvene at 10 a.m., Friday 18 November to discuss the Secretary‑General’s report on support by the United Nations system of the efforts of Governments to promote and consolidate new or restored democracies. It is also expected to take up draft resolutions on the United Nations Global Counter‑Terrorism Strategy, and implementation of the resolutions of the United Nations.
