Biographical Note

Hernán Salinas Burgos of Chile Chair of Sixth Committee

Hernán Salinas Burgos, Director of Legal Affairs in the Ministry of Foreign Affairs of Chile, was elected Chair of the Sixth Committee (Legal) on 22 June 2011.  (See Press Release GA/11105.)

With a long career in the legal arena, Mr. Salinas has been a Professor of public international law at the Universidad de Chile since 1990.  He is currently a member of the Advisory Committee for the maritime dispute between Peru and Chile before the International Court of Justice.  Previously, on that Committee, he was Legal Adviser on general international law, international economic law and international trade law.  In that capacity, he participated in the consideration of disputes in the International Centre for Settlement of Investment Disputes and trade disputes in the World Trade Organization (1998-2010).  He is currently a member of the Foreign Policy Council in Chile’s Ministry of Foreign Affairs.

Prior to his current position, Mr. Salinas was Director of the Department of International Law in the Faculty of Law of the Pontificia Universidad Católica de Chile (2004-2010).  He has also acted as Coordinator of the Foreign Relations Commission of Instituto Libertad (2007-2010), and was a member of the International Humanitarian Fact-Finding Commission on the 1977 Protocol I Addition to the Geneva Convention of 1949 (1997-2002).  He has held various other ministerial and academic posts.

Mr. Salinas received his Bachelor of Laws degree from the Pontificia Universidad Católica de Chile in 1975, and his Master of Laws from the Universidad de Chile in 1983.  He is currently working on a doctoral thesis entitled “Diplomatic Protection and Contemporary International Law”.

Born on 24 December 1951 in Santiago, Chile, Mr. Salinas is married with six children.
