Major General Raul Gloodtdofsky Fernandez of Uruguay Appointed Head
of United Nations Military Observer Group in India and Pakistan
United Nations Secretary-General Ban Ki-moon has decided to appoint Major General Raul Gloodtdofsky Fernandez of Uruguay as Chief Military Observer and Head of the United Nations Military Observer Group in India and Pakistan (UNMOGIP).
He will replace Major General Kim Moon Hwa of the Republic of Korea, who completed his assignment on 27 November. The Secretary-General is grateful to Major General Kim for his exemplary and highly professional service with UNMOGIP over the past two years.
Major General Gloodtdofsky will bring to his new position extensive and wide-ranging experience, including significant command expertise and prior service in United Nations peacekeeping. He has had a distinguished military career since joining the Uruguayan Army in 1972.
Currently serving as Commander of the Uruguayan Army’s Third Division, he has held a number of other important military positions. In 2009, he was appointed Director of the National Centre for Higher Studies and Chairman of the Army Qualification Commission. In 2006, he was named Senior Military Adviser to the President and Chief of the Casa Militar. He also served, in 2005, as Chief of Personal Staff to the Commander-in-Chief of the Uruguayan Army and Acting Deputy Commander of the Army Strategic Reserve Units, prior to which he was Deputy Director of the National Centre for Strategic Studies and Deputy Director of the Army War College.
From September 2006 to November 2007, Major General Gloodtdofsky served as Deputy Force Commander of the United Nations Stabilization Mission in Haiti (MINUSTAH). He was the Military Adviser at the Permanent Mission of Uruguay to the United Nations in New York from 2001 to 2003, and a Military Observer during an earlier tour with UNMOGIP, in 1991.
Major General Gloodtdofsky attended the Military Academy in Uruguay and subsequently obtained a master’s degree in national strategy from the National Centre for Higher Studies.
Born in 1952, he is married and has two children.
