Secretary-General Appoints Francisco Dall’Anese Ruiz to Head

 

International Commission against Impunity in Guatemala

 

United Nations Secretary-General Ban Ki-moon has appointed Francisco Dall’Anese Ruiz of Costa Rica to head the International Commission against Impunity in Guatemala (CICIG).  Mr. Dall’Anese will replace outgoing Commissioner Carlos Castresana, who announced his resignation on 7 June.  The Secretary-General takes this opportunity to reiterate his appreciation for Mr. Castresana’s excellent work heading the Commission during the first two and a half years of its mandate.  The achievements of CICIG during that period have been praised by Guatemalan authorities, civil society and the international community alike.

Mr. Dall’Anese is currently the Attorney-General of Costa Rica, a post he has occupied since 2003.  As Attorney-General, he has been a staunch opponent of narco-trafficking and organized crime, and led major anti-corruption investigations.  He was a driving force behind Costa Rica’s law against organized crime.  Mr. Dall’Anese also serves as Pro Tempore President of the Central American Public Ministries Council.  Mr. Dall’Anese has served as alternate magistrate in the Supreme Court and taught criminal law at the University of Costa Rica.  In 2005 he received the National Values Prize from the National Values Commission for his work against organized crime.

Mr. Dall’Anese studied law at the University of Costa Rica.  He received a honoris causa doctorate from the University Free School of Law in 2004.  Mr. Dall’Anese has co-authored five books on law and has published more than 20 articles on criminal, judicial and procedural law.
