Secretary-General Appoints Edmond Mulet of Guatemala

 

His Special Representative in Haiti

 

United Nations Secretary-General Ban Ki-moon today announced the appointment of Edmond Mulet of Guatemala as his Special Representative and Head of the United Nations Stabilization Mission in Haiti (MINUSTAH), to succeed Hédi Annabi of Tunisia, who tragically perished in the 12 January 2010 earthquake.

The Secretary-General remains indebted to Mr. Annabi, who ranked amongst the Organization’s most dedicated and energetic officers.  His commitment, integrity and diligence inspired and shaped an entire generation of United Nations officers, and will continue to be the gold standard against which all who serve in the international civil service will be measured.

Mr. Mulet has been Assistant Secretary-General for Peacekeeping Operations and Head of the Office of Operations since August 2007.  From 14 January 2010, he took on the function of Acting Special Representative of the Secretary-General and Head of MINUSTAH.  In the weeks following the devastating earthquake, Mr. Mulet demonstrated remarkable leadership and, through his resilience, strength, clear-sightedness and determination has anchored the efforts of the United Nations family, the people of Haiti, Governments of the region and the broader international community.

He served a previous term as Special Representative and Head of MINUSTAH, from June 2006 to August 2007, prior to which he was a diplomat, having been posted as Ambassador to the European Union and the United States.  Before that, he was a member of Guatemala’s National Congress for some 12 years, including one term as its President.  During his years in the legislature, he was intensely involved in the Central American peace process, the Esquipulas Accords and the Guatemalan peace negotiations.

Mr. Mulet was educated in Guatemala, Canada, the United States and Switzerland.  In addition to his public service, he worked for many years as a journalist and as a legal counsellor in public institutions and the private sector.

Born in Guatemala in 1951, Mr. Mulet is married and has two children.
