Al-Qaida and Taliban Sanctions Committee Makes Available

New Standard Forms for Listing

The Security Council Al-Qaida and Taliban Sanctions Committee has today made available on its website new Standard Forms for Listing of individuals and entities, respectively, to be used when proposing the inclusion of names on the Committee’s Consolidated List.

The new Standard Forms have been updated and placed on the Committee’s website as called for in paragraph 13 of Security Council resolution 1904 (2009).  The new Standard Forms for listing supersede and replace the former “coversheet” for submitting listing requests contained in annex I of Security Council resolution 1735 (2006).

Each Standard Form is provided in two formats:  a basic version that can be completed manually, and an advanced version that offers enhanced dropdown menus to facilitate use.  Either of these formats may be submitted independently.  New fields have been added to the Standard Forms with a view to improving the quality and precision of the information contained in listing requests, and to simplify the presentation of the statement of the case by designating States.  In accordance with paragraph 11 of resolution 1904 (2009), as a rule, the statement of case shall be releasable, except for the parts a State identifies as being confidential.

The Security Council, in paragraph 13 of its resolution 1904 (2009), calls upon Member States to use the new Standard Forms for listing when proposing names to the Committee for inclusion on the Consolidated List, and requests that they provide the Committee with as much relevant information as possible on the proposed name, in particular sufficient identifying information to allow for the accurate and positive identification of individuals, groups, undertakings and entities.

The new Standard Forms and explanatory notes on their use are available on the Committee’s website under the following URL:  http://www.un.org/sc/committees/1267/listing.shtml.
