Security Council Adopts Annual Report to Assembly for Year Ending 31 July 2010

The Security Council this morning adopted its annual report to the General Assembly for the period 1 August 2009 to 31 July 2010.

In opening remarks, Council President Ruhakana Rugunda ( Uganda) said the Introduction of the draft report had been prepared by the delegation of Nigeria as President of the Council in July 2010, with the participation of the other members of the Council.  The body of the report had been prepared by the Secretariat.

Expressing appreciation to Nigeria and the Secretariat for their respective contributions, the President pointed out that the draft report was prepared in accordance with the note by the President of 19 July 2006 (document S/2006/507)

The representative of Nigeria, U. Joy Ogwu, said that members of the Council had had the opportunity to review and reach agreement on the draft report prior to the meeting.  During the drafting process of the Introduction, she had relied principally on the monthly assessments of Presidents of the Council, and the views expressed by Council members, to ensure that it accurately reflected the Council’s work.  The report covered all meetings in every format and Council field missions, as well as the Council’s thematic discussions covering a wide range of issues.

An informal meeting with Member States had taken place on 21 October, she said, which had not only been useful to foster a closer relationship between Council and non-Council members but had also — in the view of participants — enhanced the Council’s openness and transparency.  She thanked all current and former Council members for their cooperation and input and thanked the Secretariat for its assistance.

The report was adopted without a vote.  That action would be reflected in a note by the Council President, to be issued as document S/2010/552.

The meeting began at 10:08 a.m. and was adjourned at 10:20 a.m.
