Security Council Adopts Annual Report to General Assembly

 

The Security Council this morning adopted its annual report to the General Assembly for the period 1 August 2008 to 31 July 2009.

The annual report is required under Article 15, paragraph 1, and Article 24 paragraph 3, of the United Nations Charter.

In introductory remarks, Council President Le Luong Minh ( Viet Nam) said the introduction of the draft report had been prepared by the delegation of Uganda as President of the Council in July 2008, with the participation of the other members of the Council and the immediate past Council members.  The body of the report had been prepared by the Secretariat.

Expressing appreciation to Uganda and the Secretariat for their respective contributions, the President pointed out that the format of the draft report corresponded to the relevant provisions contained in the notes by the President of 19 July 2006 (document S/2006/507) and of 19 December 2007 (document S/2007/749).

The representative of Uganda said that, in preparing the introduction his delegation had relied on assessments and views expressed by Council members and guided by the need to ensure that the report accurately reflected the Council’s work.  Instances where the Council could not take action had also been included.  The Council’s work had been characterized by an increase in open debates and briefings and had addressed a wide range of issues and also covered the three Council missions to the field, including Afghanistan, Haiti and Africa. 

He said the Council had been briefed regularly and had taken actions on developments in conflict situations in Africa, and had focused on strengthening the Organization’s partnership with regional organizations, particularly the African Union.  It had intensified considerations on situations in Asia and the Middle East and the situation in the Gaza had received particular attention.  It had also devoted close attention to issues such as peacekeeping, peacebuilding, mediation, the peaceful settlement of conflict, terrorism, protection of civilians in armed conflict, children and armed conflict and women and peace and security.  An informal meeting with Member States was scheduled for 30 October to hear their views on the report, as part of the process of fostering a closer working relationship between the Council and the General Assembly.

The report was adopted without a vote.  That action would be reflected in a note by the Council President, to be issued as document S/2009/559.

The meeting began at 12:01 p.m. a.m. and was adjourned at 12:10 p.m.
