Biographical Note


New Permanent Representative of cuba Presents Credentials

The new Permanent Representative of Cuba, Abelardo Moreno Fernandez, today presented his credentials to UN Secretary-General Ban Ki-moon.


An experienced diplomat, Mr. Moreno Fernandez has worked in his country’s Ministry of Foreign Affairs since 1961, having served as Deputy Foreign Minister since 2000.


From 1995 to 2000, he was Ambassador and Director for Multilateral Affairs at the Ministry, having served the previous year as Deputy Director for Political Affairs.


Previous United Nations postings include Deputy Representative of Cuba to the Security Council from 1990 to 1991, Minister Counsellor of the country’s United Nations Mission from 1992 to 1995 and Secretary of the Permanent Mission in Geneva from 1964 to 1968.


Mr. Moreno Fernandez has led the Cuban delegation or acted as spokesperson in numerous international forums and attended many more, including 38 regular and special sessions of the General Assembly, 21 sessions of the Economic and Social Council and nine summits and 13 ministerial meetings of the Movement of Non-Aligned Countries.


He has, in addition, attended many conferences of the Economic Commission for Latin America and the Caribbean (ECLAC), served as Vice-Chairman of the Fourth Committee (Decolonization and Special Political) of the General Assembly and acted as main negotiator for the creation of the Latin American Organization on Energy (OLADE) and the Latin American Economic System (SELA).


A professor at the Higher Institute for International Relations in Cuba, he has lectured at universities worldwide, including Columbia University in New York, the Institute for Higher International Studies in Geneva and the Indian Institute for Non-Aligned Studies in New Delhi.


Mr. Moreno Fernandez is married with one daughter.
