SECRETARY-GENERAL URGES PARTIES TO BURUNDI CEASEFIRE AGREEMENT TO SUMMON ‘POLITICAL

WILL AND COURAGE’ TO OVERCOME OUTSTANDING ISSUES, IN MESSAGE TO REGIONAL SUMMIT

Following is UN Secretary-General Ban Ki-moon’s message to the Regional Summit of the Burundi Peace Initiative, delivered by Youssef Mahmoud, Executive Representative of the Secretary-General for Burundi, in Bujumbura, 4 December:

I would like to express my gratitude to the Regional Initiative leaders, the South African Facilitation and the African Union for their tireless efforts to help the Burundian parties in their quest for a durable solution to the crisis in the country.  The personal involvement of President Museveni and President Kikwete, Chair and Vice-Chair of the Initiative, and the constant engagement of Facilitator Charles Nqakula have been crucial in achieving progress towards full implementation of the Comprehensive Ceasefire Agreement.

I have closely followed developments in Burundi, and note that the Government and the Palipehutu-FNL have taken significant and encouraging steps, for which I commend them.  They now need to safeguard these gains and, most importantly, summon the political will and courage to overcome the outstanding issues and bring the last phase of the peace process to a successful conclusion.

Time is of the essence.  The crucial deadline for completing the full implementation of the Comprehensive Ceasefire Agreement is fast approaching.  I therefore urge the Government and the Palipehutu-FNL to work with greater urgency and determination to reach compromises on the difficult issues which have so far hindered their efforts.

I urge you to do your utmost at this Summit to achieve an outcome that helps restore hope for the Burundian people, and enables them to imagine a more prosperous and peaceful future.  For my part, I reaffirm the commitment of the United Nations as well as the Organization’s readiness to continue its support, in full coordination with regional and international partners.  Please accept my best wishes for a successful summit.
