SECRETARY-GENERAL APPOINTS JOEL BOUTROUE OF FRANCE AS DEPUTY SPECIAL

REPRESENTATIVE FOR UNITED NATIONS STABILIZATION MISSION IN HAITI

 

United Nations Secretary-General Kofi Annan today announced the appointment of Joel Boutroue as his Deputy Special Representative for the United Nations Stabilization Mission in Haiti (MINUSTAH).  The post also carries the responsibilities of Humanitarian Coordinator, Resident Coordinator and Resident Representative for the United Nations Development Programme (UNDP).  Mr. Boutroue assumed his responsibilities on 5 December.

Mr. Boutroue has had a long and distinguished career with the United Nations.  Most recently, he served as the Deputy Director of the Coordination and Response Division of the Office for the Coordination of Humanitarian Affairs (OCHA).

Prior to this, Mr. Boutroue assisted UNDP in preparing its re-entry into Iraq, serving as UNDP Operations Coordinator in Cyprus and later on in Iraq until August 2003.

Mr. Boutroue also served as the Resident Coordinator and UNDP Resident Representative to Armenia.  From 1998 to 2001, he was head of the Consolidated Appeals Process with OCHA.

From 1995 to 1998, Mr. Boutroue was deployed as the head of the United Nations High Commissioner for Refugees (UNHCR) in North Kivu to conduct relief operations following the Rwandan genocide.  From 1984 to 1995, he worked for UNHCR in a variety of functions at headquarters, as well as in Malawi and the Sudan.

Mr. Boutroue was born on 24 June 1957.  He is married and has three children.
