Security Council welcomes report of working group on sanctions;

 

Adopts resolution 1732 (2006) unanimously

 


Deciding today that its Informal Working Group to develop general recommendations on how to improve the effectiveness of United Nations sanctions had fulfilled its mandate, the Security Council today took note of the best practices and methods contained in that Group’s report, requesting also that its subsidiary bodies take note as well.


Through its unanimous adoption of resolution 1732 (2006), the Council welcomed the report of the Informal Working Group on General Issues of Sanctions, which was established in April 2000 to examine a number of sanctions-related issues, including the working methods of sanctions committees, the design of sanctions resolutions, the unintended impact of sanctions, humanitarian exemptions and targeted sanctions.


When the Working Group’s mandate was extended in December 2005 for one year -- until 31 December 2006 -- the Council tasked the Group with addressing several other issues, including:  the assessment of the unintended impact of sanctions and ways to assist affected untargeted States; the enforcement of targeted sanctions, especially such sanctions as asset freezes or travel bans targeting individuals or entities; and de-listing procedures in relation to targeted sanctions.


The meeting began at 1:05 p.m. and adjourned at 1:08 p.m.


The full text of resolution 1732 (2006) reads as follows:


“The Security Council,


“Welcomes the report of the Informal Working Group on General Issues of Sanctions, established pursuant to paragraph 3 of the note by the President of the Security Council dated 17 April 2000 (S/2000/319).


“Decides that the Working Group has fulfilled its mandate as contained in document S/2005/841 dated 29 December 2005, to develop general recommendations on how to improve the effectiveness of United Nations sanctions.


“Takes note of the best practices and methods contained in the Working Group’s report (S/2006/997) and requests its subsidiary bodies to take note as well.”
