BUDGET COMMITTEE RECOMMENDS APPOINTMENTS TO VARIOUS SUBSIDIARY BODIES,


INCLUDING BUDGETARY ADVISORY COMMITTEE, CIVIL SERVICE COMMISSION


The Fifth Committee (Administrative and Budgetary) this morning made recommendations to the General Assembly regarding appointments to the Advisory Committee on Administrative and Budgetary Questions (ACABQ), the Committee on Contributions, the Investments Committee of the United Nations Joint Staff Pension Fund, the United Nations Administrative Tribunal and the International Civil Service Commission (ICSC).


As it filled vacancies to various subsidiary and other bodies, the Committee recommended the appointment of three candidates for the International Civil Service Commission (ICSC) -- Eugeniusz Wyzner of Poland, Guillermo Enrique Gonzalez of Argentina and Anita Szlazak of Canada -- by acclamation.  Two candidates from the Group of African States were approved through a secret ballot, as the Group had presented three candidates for those seats.


The vote on the candidacies of the African Group was: Daasebre Oti Boateng of Ghana, 138; Kingston Papie Rhodes of Sierra Leone, 125; and Mohsen Bel Hadj Amor of Tunisia -- the current Chairman of the Commission -- 99.  Thus, Mr. Boateng of Ghana and Mr. Rhodes of Sierra Leone were recommended for a four-year term of office beginning on 1 January 2007.  (The number of ballots cast -- 183; invalid ballots -- 0; number of valid ballots -- 183; abstentions -- 0; number of delegations voting -- 183; required majority -- 92.)


Also, informed of resignation of Vladimir Titov of the Russian Federation from ICSC, the Committee decided, by acclamation, to recommend to the General Assembly the appointment of Vladimir Morozov as a member of the Commission for the remainder of Mr. Titov’s term through 31 December 2008.


Proceeding to the nomination of a Chairman of ICSC, the Committee recommended Mr. Rhodes of Sierra Leone for that post, by acclamation.


The candidates for the post of the Commission’s Vice-Chairman were Wolfgang Stockl of Germany and Eugeniusz Wyzner of Poland, who received 95 and 89 votes, respectively.  Thus, Wolfgang Stockl of Germany was recommended for the post.  (The number of ballots cast -- 187; invalid ballots -- 0; number of valid ballots -- 187; abstentions -- 3; number of delegations voting -- 184; required majority – 93.)


Turning to ACABQ, the Committee recommended, by acclamation, that Collen Vixen Kelapile of Botswana, Nonye Udo of Nigeria, Mohammad Mustafa Tal of Jordan, Andrzej T. Abraszewski of Poland and Stafford Neil of Jamaica be appointed as members of the Advisory Committee for a three-year term of office, beginning on 1 January 2007.


The Committee recommended -- also by acclamation -- the appointment of Gobona Susan Mapitse of Botswana, Kenshiro Akimoto of Japan, Meshal al-Mansour of Kuwait, Petru Dumitriu of Romania, Ihor V. Humenny of Ukraine and Lisa P. Spratt of the United States for a three-year term on the Committee on Contributions.


Emilio J. Cardenas of Argentina, Khaya Ngqula of South Africa and Fernando Chico Pardo of Mexico were confirmed as nominees for the Investments Committee of the United Nations Joint Staff Pension Fund.  Their three-year term of office will begin on 1 January 2007.  Afsaneh Beschloss of Iran and Ivan Pictet of Switzerland were recommended as ad hoc members of the Investments Committee for a one-year term in 2007.


Bob Hepple of the United Kingdom and Jacqueline R. Scott of the United States were elected to the United Nations Administrative Tribunal, by acclamation, for a four-year term beginning on 1 January 2007.


The Committee will take up the subregional offices of the Economic Commission for Africa (ECA) at 10 a.m. Monday, 6 November.
