Biographical Note


NEW PERMANENT REPRESENTATIVE OF SAINT KITTS AND NEVIS PRESENTS CREDENTIALS

Delano Frank Bart, the new Permanent Representative of Saint Kitts and Nevis to the United Nations, today presented his credentials to United Nations Secretary-General Kofi Annan.


Presently General Counsel to the Government of Saint Kitts and Nevis, Mr. Bart served as a member of the Federal Parliament of the Federation of Saint Kitts and Nevis from 1995 to 2006, and as a member of the Federal Cabinet.  Between 1995 and 2001 he was also the country’s Attorney General, as well as Minister of Justice and Legal Affairs between 2001 and 2004.  From 2004 to 2006, he served as Minister of Legal Affairs.


Mr. Barts’ legal experience during the last decade also included service as a member of the Legal Affairs Committees of both the Organisation of Eastern Caribbean States (OECS) and the Caribbean Community Secretariat (CARICOM).  He was also a member of the CARICOM delegation to a heads of Government meeting with former United States President Bill Clinton that was held in Barbados.


During his Government service, Mr. Bart has represented his country as a delegate at numerous regional and international forums.  Those conferences included several meetings of the Defence Ministerial of the Americas; the CARICOM/Cuba Summit meeting with Cuban President Fidel Castro; Commonwealth Law Ministers conferences; the Organization of American States (OAS) Conference in Peru; the CARICOM heads of Government Meeting; and the CARICOM/Canada heads of Government meeting in the Bahamas.


Mr. Barts’ professional experience also includes the practice of law in England from 1977 to 1995 as a member of the Bar of England and Wales.  He has also been admitted to the bars of Antigua and Barbuda, Saint Kitts and Nevis, and Anguilla.


Educated at Inns of Court School of Law in England, Mr. Bart successfully completed the Bar examinations and obtained the Barristers Certificate.  He received an LLB (Honours) degree from the University of London, and attended the Matthew Boulton College in Birmingham, England.
