Biographical Note

NEW PERMANENT REPRESENTATIVE OF URUGUAY PRESENTS CREDENTIALS

Elbio O. Rosselli, the new Permanent Representative of Uruguay to the United Nations, today presented his credentials to UN Secretary-General Kofi Annan.

Prior to this current appointment, Mr. Rosselli served as Uruguay’s Ambassador to Belgium and Luxembourg, as well as Head of Mission to the European Communities from 2003 until the present.

From 1998 to 2003, he held the position of Director-General for Southern Common Market (MERCOSUR) Affairs and National Coordinator for the Common Market Group.  From 2000 to 2003, he served as his country’s permanent representative to the Latin American Integration Association (LAIA-ALADI).

A career diplomat, Mr. Rosselli served as Uruguay’s Ambassador to Canada from 1993 to 1998.  He also held several positions in Uruguay’s Ministry for Foreign Affairs, including Director for International Economic Organizations from 1991 to 1993, and Chief of the Department of Bilateral Economic Relations from 1983 to 1984.

From 1985 to 1990, he served as Minister Counsellor and Deputy Permanent Representative to the General Agreement on Tariffs and Trade in Geneva.  From 1978 to 1982 he served as First Secretary at Uruguay’s Embassy to the United States in Washington, D.C.

Mr. Rosselli graduated in 1970 from the School of Law and Social Sciences at the University of Uruguay in Montevideo, having earned a Doctor of Diplomacy degree.  Also a Fulbright scholar, he received a Master of Arts in 1971 from the Fletcher School of Law and Diplomacy at Tufts University in Massachusetts.

Born on 30 March 1946 in La Cruz, Uruguay, Mr. Rosselli is married with three children.
