Member States announced their pledges at this morning’s 2004 Pledging Conference for Development Activities and 2004 United Nations/Food and Agriculture (FAO) Pledging Conference for the World Food Programme (WFP).


Opening the Conference on behalf of the Secretary-General, Patrizio Civili, Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs in the Department of Economic and Social Affairs, said that the United Nations Development Programme (UNDP) regular resources had grown for the third consecutive year, reaching $769 million in 2003.  According to current estimates, the UNDP’s regular income should exceed $800 million this year, meeting the 2004 interim target set in the Multi-year Funding Framework for 2004-2007.  In addition, there had been modest increases in contributions to the core resources of the United Nations Development Fund for Women (UNIFEM) and the United Nations Volunteers (UNV) Special Voluntary Fund.


However, the Organization had continued to rely heavily on limited donors, with the top 10 providing about 85 per cent of total regular resources, he said, adding that the UNDP’s regular income was vulnerable to exchange rate fluctuations, which accounted for about two thirds of its growth in 2003.  Also, core contributions to the United Nations Capital Development Fund (UNCDF) stood at $26.9 million in 2003, some 10 per cent short of its resource mobilization target of $30 million per year.


In concluding remarks, Safiye Cagar, Director of Information at the Executive Board and Resource Mobilization Division of the United Nations Population Fund (UNFPA), said that funding for that agency had reached $292 million for regular resources last year, after having recently plummeted from $312 million to $250 million in just four years.  The UNFPA expected funding to exceed $400 million for the first time this year, due mainly to increased contributions from eight major donors, and favourable exchange rate fluctuations.


Stephane Vigie, Deputy Director of the UNDP’s Division for Resources Mobilization/BRS, noted that the Programme’s resources had increased by 20 per cent over its low point in 2000 and its target of a 10 per cent annual increase over the next three years was now within reach.  This year, 16 countries had announced increased pledges for 2004, and five Organisation for Economic Cooperation and Development (OECD) donors had committed themselves to new multi-year pledges.


Speaking for the United Nations Children’s Fund (UNICEF), Gary Stahl, Deputy Director of its Programme Funding Office, said the Fund had a 2005 financial plan target of $438 million in regular resources.  There had been a positive trend in regular resources over the past few years and UNICEF would be holding its sixth annual pledging event within the Multi-year Funding Framework in January 2005.  It looked forward to receiving pledges from those nations unable to make them today.


Addressing the Pledging Conference for the WFP, Judy Cheng-Hopkins, Director of that agency’s New York Office, said it had received a record $2.6 billion in 2003 and delivered 6 million tons of food to 104 million hungry people in 81 countries.  At its May 2004 annual session, the WFP Executive Board had approved a pledging target of $5.2 billion for 2005-2006.  As of 18 October 2004, $1.6 billion in contributions had been confirmed, representing 67 per cent of the $2.4 billion projected requirements for 2004.


For 2005, she said, the WFP’s main concerns included the Sudan, where food would be needed for war-affected people in the south and in the three Darfur states.  In Southern Africa, drought had already affected Lesotho, Malawi and Swaziland, while in the Sahel, swarms of locusts were decimating crops.  In addition, hunger had continued to plague the Democratic People’s Republic of Korea, Ethiopia and Uganda, while devastating floods in Haiti had sharply increased that nation’s food needs for 2005.


Also today, the United Nations Pledging Conference for Development Activities and the United Nations/FAO Pledging Conference for the WFP adopted their respective draft reports.


Pledging contributions this afternoon were representatives of India, United Arab Emirates, Turkey, Kuwait, Myanmar, Malaysia, Lao People’s Democratic Republic, Mozambique, Russian Federation, South Africa, Bhutan, Venezuela, Singapore, Tunisia, Algeria, Nicaragua, Djibouti, Morocco, Viet Nam, Namibia, Pakistan and Colombia.


Iran’s delegate said his Government would be making the same pledges as last year once the amounts had been ratified by parliament.  The representatives of China and Jamaica said that their countries would be announcing pledges at a later date.


At the outset of the meeting, Eduardo Sevilla Somoza (Nicaragua) was elected President of both Pledging Conferences, while Crispin Grey-Johnson (Gambia), Kazuo Sunaga (Japan) and Ilir Melo (Albania) were elected Vice-Presidents.
