Biographical Note


NEW PERMANENT REPRESENTATIVE OF ARGENTINA PRESENTS CREDENTIALS

César Mayoral, the new Permanent Representative of Argentina to the United Nations, presented his credentials today to Secretary-General Kofi Annan.


Before his current appointment, Mr. Mayoral was his country’s Ambassador to Canada from 2000 to December last year.  Prior to that, he was a member of Argentinean President Fernando De la Rúa’s Government Transition Team in the area of international relations. 


Since joining the country’s Foreign Service Institute in 1973, he has held various diplomatic positions in Argentina’s Ministry of Foreign Relations, including that of Minister (First Class) in 1998; Consul-General in the Consulate General of Argentina in Paris, France; and as Head of the Support Group, Promotion Board in the Ministry of Foreign Affairs, International Trade and Worship.  He was promoted to Minister (Second Class) in 1993, prior to which he had served as Permanent Representative to the governing body of the International Labour Organization in Geneva in 1992.  In 1989, the new envoy was a delegate to the Human Rights Commission in Switzerland, having been promoted the previous year to Counsellor.


In 1986, he served as Director of the International Candidacy Division of the Foreign Ministry.  Prior to that, Mr. Mayoral served in the Embassy of Argentina in Asunción, Paraguay, first as Second Secretary from 1981, and then as First Secretary upon his promotion in 1984.  Between 1977 an 1980, he was Third Secretary in the Department of Regional Affairs, Secretariat for International Economic Relations.  He attended the Argentine Foreign Service Institute from 1976 to 1977.


His other professional activities include that of Professor of international relations in the Universidad de Lomas de Zamora’s Faculty of Social Sciences (1987-1989).  He was concurrently Professor of Constitutional History, Faculty of International Business, Universidad Argentina de la Empresa and Associate Professor of International Relations, Faculty of Political Science, Universidad del Salvador (1976-1980).  From 1973 to 1976, Mr. Mayoral was Associate Professor of Argentine History in the Faulty of Economic Sciences of Universidad Nacional de Buenos Aires.


Between 1971 and 1977, he was in legal practice at the firm Silvestre, Mayoral and Associates.  Between 1973 and 1976, he served as Advisor, Foreign Relations Commission, Argentine Senate.


He has a doctorate in International Relations from the Universidad del Salvador and a law degree from the Universidad Nacional de Buenos Aires.


Born on 21 December 1947, Mr. Mayoral is fluent in Spanish, French, English, Italian and Portuguese.  He is married.
