Biographical Note

NEW PERMANENT REPRESENTATIVE OF MEXICO PRESENTS CREDENTIALS

Enrique Berruga Filloy, the new permanent representative of Mexico, presented his credentials today to Secretary-General Kofi Annan.

Prior to his appointment, Mr. Filloy has served as Mexico’s Deputy Minister for Foreign Affairs since 2000, responsible for the area of North America until October 2002, and since November 2002 for Africa, Asia and the Pacific, Europe and the United Nations.  From 1999 to 2000, he was Executive Director of the Mexican Institute for International Cooperation.

A career diplomat since 1984, he served as Ambassador of Mexico to the Republic of Costa Rica from 1997 to 1999 and as the Coordinator General of Advisers to the Minister for Foreign Affairs from 1993 to 1997.  In 1993, he was Secretary-General of the Mexican Commission for the United Nations Educational, Scientific and Cultural Organization (UNESCO) and private secretary to the Minister for Foreign Affairs.

Mr. Filloy received a master’s degree in international economics and international relations theory from the School of Advanced International Studies at Johns Hopkins University.  He was a professor of Mexican foreign policy, United States foreign policy and international relations theory in the Faculty of International Studies of the Autonomous Technological Institute of Mexico.

Among his published works are three novels and several articles, including “Politica Exterior de los Estados Unidos”, published by McGraw-Hill in Que son los Estados Unidos, and “L’Amerique Centrale:  Contenir ou ecraser?” in Economie et Humanisme, published in France.
