Biographical Note

ARPAD PRANDLER OF HUNGARY CHAIRMAN OF SIXTH COMMITTEE

Arpad Prandler (Hungary) was elected Chairman of the Sixth Committee (Legal) by the General Assembly on 17 July.

Mr. Prandler, who joined his country's Foreign Ministry in 1962, is the Director of the International Law Department of the Hungarian Foreign Ministry.  He also serves as Chairman of the National Advisory Committee on International Humanitarian Law and as Chairman of the Hungarian branch of the International Law Association, in addition to being a Board member of the Hungarian Red Cross.  He served in Hungary's delegation to the General Assembly from 1963 to 1970, from 1975 to 1982 and 1994 to 2001.

He has been a member, since 1996, of the International Humanitarian

Fact-finding Commission, established under the First Additional Protocol to the Geneva Conventions.  He also served as the Secretary-General of the Fourth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons in 1990.

From 1983 to 1990, he served as Director and Deputy to the United Nations Under-Secretary-General for Disarmament Affairs.  Prior to that he was head of the Hungarian delegation to the United Nations Conference on the Law of the Sea

(1974-1982).

Mr. Prandler received a Bachelor of Law in 1952 and a Bachelor of History in 1957 from Budapest University.  He was a Ph.D candidate in jurisprudence and has been an honorary professor in the Department of International Relations at the University of Economics, Budapest, since 1992.

Among his publications is a monograph on the Security Council and several articles on issues related to United Nations activities, such as peacekeeping, disarmament and human rights
