GUSTAVO ZLAUVINEN APPOINTED AS NEW REPRESENTATIVE

OF IAEA DIRECTOR GENERAL TO UNITED NATIONS


VIENNA, 24 September (IAEA) -- The Director General of the International Atomic Energy Agency (IAEA) has announced that Gustavo R. Zlauvinen, of Argentina, has been appointed as Representative of the Director General of the IAEA to the United Nations and as Director of the IAEA Office at United Nations Headquarters, New York.


Mr. Zlauvinen joined the Argentine Foreign Service in 1986.  Upon graduating from the Diplomatic Academy, he served in various capacities in Buenos Aires, Vienna and New York.  From 1987 to 1989, he served with the General Directorate for Disarmament and Nuclear Affairs at the Argentine Ministry of Foreign Affairs; from 1989 to 1990, he was a member of the Argentine Commission on the Control of Military Equipment Exports; and, from 1990 to 1991, he was Director of International Relations of the Argentine Space Agency (CNIE), in Buenos Aires.


From 1991 to 1995, Mr. Zlauvinen served as Alternate Representative of Argentina to the IAEA in Vienna.  From 1995 to 1999, he was seconded by his Government to serve as Senior Political Adviser to the United Nations Special Commission (UNSCOM) in New York; and, from February 2000 to August 2001, he served in the Cabinet of the Argentine Secretary of State for Foreign Affairs in Buenos Aires.


During his career in the diplomatic service, Mr. Zlauvinen has served as Deputy Delegate of Argentina to a number of disarmament, nuclear energy and arms control conferences and meetings, including, the IAEA Board of Governors and General Conference; the United Nations General Assembly's First Committee; the 1994 Conference on the adoption of the Nuclear Safety Convention; and the Committee on the Peaceful Uses of the Outer Space.  From 1993 to 1996, he was Rapporteur of the Standing Committee on Civil Liability for Nuclear Damage.


Mr. Zlauvinen was born in Rafaela, Argentina, in 1960.  He graduated in 1984 from the University of Rosario, Argentina, earning a Master's degree in international relations.  He has published several articles on foreign affairs, conflict resolution and disarmament.  He is married to Helena Ekeus.


Mr. Zlauvinen assumed his duties on 4 September 2001.
