Biographical Note

NEW PERMANENT REPRESENTATIVE OF SENEGAL PRESENTS CREDENTIALS

The new Permanent Representative of Senegal to the United Nations, Papa Louis Fall, presented his credentials this afternoon to Secretary-General Kofi Annan.

Prior to his current appointment, Mr. Fall, whose career with his country's Foreign Ministry began in 1971, served as Senegal's Ambassador to Ethiopia and Permanent Representative to the Organization of African Unity and to the United Nations Economic Commission for Africa in Addis Ababa between 1988 and 2001.  He also represented his country at the United Nations Environment Programme and the United Nations Centre for Human Settlements in Nairobi.

While based in Addis Ababa, Ambassador Fall also served as Ambassador to 11 other countries:  Comoros, Djibouti, Eritrea, Kenya, Madagascar, Mauritius, Uganda, Seychelles, Somalia, United Republic of Tanzania and Zambia.

From 1984 to 1988, Mr. Fall served as Senegal's Ambassador to Cameroon, serving simultaneously in the Central African Republic (1985) and -- based in Yaoundé -- in Chad.  He was also Senegal's representative with the African Organization for Intellectual Property.

From 1981 to 1984, Mr. Fall was Deputy Head of Mission with the Senegalese Embassy in Paris.  From 1976 to 1981, he was First Counsellor in his country's Washington Embassy, where he was in charge of political, consular and economic affairs.

Mr. Fall holds a Master's degree in law and political science from the University of Dakar.  He is a graduate of Senegal's Ecole Nationale d'Administration.  He attended the International Institute of Public Administration in Paris and the United Nations Institute for Training and Research in Geneva.

Mr. Fall was born on 5 May 1943 at Louga in Senegal.  He is married, with four children.
