LEGAL COMMITTEE TOLD OF EFFORTS TO ACHIEVE CONSENSUS ON DRAFT TEXT ON MEASURES AGAINST INTERNATIONAL TERRORISM
20001121Coordinator Reports on Discussion of Proposed Amendments; Objective of Package Deal Said to Remain Elusive
The Sixth Committee (legal) held a brief meeting this afternoon at which its coordinator on the draft resolution on Measures to eliminate international terrorism (document A/C.6/55/L.17) briefed the Committee on efforts to achieve a consensus on the text. (For details of the draft see Press Release GA/L/3174 issued earlier today.)
Andras Vamos-Goldman, Canada, who negotiated the draft, said that after intense consultations with a number of interested groups no consensus had been reached. Consultations had proceeded on the basis of a reaching a package deal which, it was understood, might lead to approval of the draft by consensus. Regrettably, he said, it had not been possible to arrive at a consensus.
After informing the Committee about some of the amendments that had been proposed, he asked the Chairman of the Committee to canvass members of the Committee on how to proceed further.
Mauro Politi, (Italy) Chairman, said it was extremely important that consensus be reached on the text. He still thought there was room for compromise on the basis of what the coordinator had said. He would not suggest a different path until the moment when a decision would have to be taken. He urged a further attempt to resolve the impasse.
The Sixth Committee will meet again at 3 p.m., 22 November to take action on the draft.
