FIFTH COMMITTEE RECOMMENDS APPOINTMENTS TO KEY ADMINISTRATIVE AND FINANCIAL BODIES

Devoting this morning to filling vacancies in subsidiary and other organs, the Fifth Committee (Administrative and Budgetary), made recommendations to the General Assembly on appointments to the Advisory Committee on Administrative and Budgetary Questions (ACABQ); the Committee on Contributions; the Board of Auditors; the Investments Committee; the United Nations Administrative Tribunal; the United Nations Staff Pension Committee; and the International Civil Service Commission (ICSC).

For the ACABQ, the Committee recommended by acclamation that the Assembly appoint E. Besley Maycock of Barbados and Manlan Ahounou of Côte d’Ivoire.

Further candidates, from the groups of African, Asian and Eastern European States, were recommended following a secret ballot. Thus, the reappointment of C.S.M. Mselle (United Republic of Tanzania) was recommended from the Group of African States after receiving 98 votes, and Felipe Mabilangan (Philippines) -– from the Group of Asian States (114 votes), and Andrzej T. Abraszewski (Poland) -– from the Group of Eastern European States -- (113 votes) were also recommended.

Turning to the Committee on Contributions, the Fifth Committee recommended, by acclamation, that six people nominated by their respective governments be appointed: Petru Dimitriu of Romania, Chinmaya R. Gharekhan of India, Ihor V. Humenny of Ukraine, Gebhard Benjamin Kandanga of Namibia, David A. Leis of the United States, and Kazuo Watanabe of Japan.

Also acting by acclamation, the Committee then recommended Henry Fox (Australia) be appointed to serve the remainder of the term of office of Neil Francis (Australia), who resigned from the Committee on Contributions. His term of office will expire on 31 December 2001.

Since the term of office on the Board of Auditors of the Comptroller and Auditor-General of the United Kingdom will expire on 30 June 2001, the Fifth Committee recommended the Assembly appoint the Court of Audit (La Cour des Comptes) of France to serve on that body for a period of three years, beginning 1 July 2001. That action was taken by acclamation.

Also by acclamation, the Committee recommended confirmation by the Assembly of the proposed reappointment of Ahmad Abdullatif (Saudi Arabia), Fernando Chico Pardo (Mexico), and J.Y. Pillay (Singapore) to the Investments Committee for a period of three years, beginning on 1 January 2001.

Making its recommendation on appointments to the United Nations Administrative Tribunal, the Committee then approved by acclamation the candidacies of Omer Yousif Bireedo (Sudan), Spyridon Flogatis (Greece), and Brigitte Stern (France) for that body for a period of three years beginning on 1 January 2001,

Approved for the United Nations Staff Pension Committee were Valeria Maria Gonzalez Posse (Argentina), Gerhard Kuntzle (Germany), Kenshiro Akimoto (Japan), P.R.O. Owade (Kenya), Victor Vislykh (Russian Federation), Susan McLurg (United States), Riaz Hamidullah (Bangladesh), and Lovemore Mazemo (Zimbabwe). Those recommendations were also made by acclamation.

Since the number of candidates proposed for the ICSC from the African, Asian and Eastern European Groups of States corresponded to the number of vacancies, Ernest Rusita (Uganda), El Hassane Zahid (Morocco), Asda Jayanama (Thailand), Shafi Sami (Bangladesh) and Alexei L. Fedotov (Russian Federation) were recommended for membership by acclamation.

The Fifth Committee will continue its general discussion of the human resources management issues at 3 p.m. today.

Appointments to Subsidiary Organs

Advisory Committee on Administrative and Budgetary Questions (ACABQ)

Since the terms of office of Ioan Barac (Romania), Hasan M. Jawarneh (Jordan), Mahamane Amadou Maiga (Mali), E. Besley Maycock (Barbados) and C.S.M. Mselle on the ACABQ are due to expire on 31 December 2000, the Fifth Committee was asked to recommend five people to the General Assembly to fill those resulting vacancies and serve for a period of three years, beginning on 1 January 2001.

Eight people were nominated by their respective governments to fill those vacancies -- Andrezj Abraszewski (Poland), Manlan Ahounou (Côte d’Ivoire), Mathias Daka (Zambia), Hasan Jawarneh (Jordan), Felipe H. Mabilangan (Philippines), E. Besley Maycock (Barbados), C.S.M. Mselle (United Republic of Tanzania) and Yuri Orange (Belarus).

Since the number of candidates from Latin America and Caribbean States corresponded to the number of vacancies reserved for that Group, E. Besley Maycock (Barbados) was recommended for reappointment by acclamation.

In the case of the Group of African States, the Committee then recommended by acclamation the Group’s endorsed candidate -- Manlan Ahounou (Côte d’Ivoire) -- to one of the two vacant seats allocated for that regional group.

As there were two candidates for the other African seat falling vacant, the Committee’s second recommendation from that group was made following a secret ballot.

Having obtained the required majority, C.S.M. Mselle (United Republic of Tanzania) was, therefore, recommended for reappointment to the ACABQ.

As there were two candidates for one vacant seat allocated to the Asian Group of States, the Committee also proceeded to a secret ballot for its recommendation of a candidate from that Group.

Having obtained the required majority, Felipe H. Mabilangan (Philippines) was, therefore, recommended for appointment to the ACABQ.

As there were two candidates nominated to fill one vacancy allocated to the Eastern European Group of States, the Committee then proceeded to a secret ballot for its recommendation to fill that vacancy.

Andrzej T. Abraszewski (Poland): 113 Yuri Orange (Belarus): 57

Andrzej T. Abraszewski (Poland) was, therefore, recommended for appointment to the ACABQ.

Committee on Contributions

Since the terms of office of Uldis Blikis (Latvia), Ihor V. Humenny (Ukraine), Nathan Irumba (Uganda), David A. Leis (United States), Prakash Shah (India) and Kazuo Watanabe (Japan) are to expire on 31 December 2000, it was necessary for the Assembly to appoint six people to fill the resulting vacancies to serve a three-year term beginning on 1 January 2001.

There were six people nominated by their respective governments for appointment or reappointment to the Committee -- Petru Dimitriu of Romania, Chinmaya R. Gharekhan of India, Ihor V. Humenny of Ukraine, Gebhard Benjamin Kandanga of Namibia, David A. Leis of the United States, and Kazuo Watanabe of Japan.

Those candidates were recommended for approval by acclamation.

Also, the Secretary-General advised he had received the resignation of Neil Francis of Australia from the Committee on Contributions. Accordingly, the General Assembly was required to appoint a person to serve the remainder of his term of office, which expires on 31 December 2001. The Committee recommended Australia’s nominated successor, Henry Fox, to serve the remainder of the term of office by acclamation.

Board of Auditors

Since the term of office on the United Nations Board of Auditors of the Comptroller and Auditor-General of the United Kingdom will expire on 30 June 2001, the General Assembly was required to fill the resulting vacancy, by appointing the Auditor-General, or officer holding the equivalent title, of a Member State for a three-year term on that body beginning on 1 July 2001.

The Government of France had nominated the Court of Audit (La Cour des Comptes) for appointment to the United Nations Board of Auditors, and this appointment was recommended by acclamation.

Investments Committee

Since the terms of office of Ahmad Abdullatif (Saudi Arabia), Fernando Chico Pardo (Mexico) and J.Y. Pillay (Singapore) will expire on 31 December 2000, it was necessary for the General Assembly to confirm the Secretary-General’s proposed reappointment of these three to serve three-year terms beginning 1 January 2001.

The Fifth Committee then recommended the Assembly endorse those candidates’ reappointment by acclamation.

United Nations Administrative Tribunal

As the terms of office of Chittharanjan Felix Amerasinghe (Sri Lanka), Victor Yenyi Olungu (Democratic Republic of the Congo) and Hubert Thierry (France) will expire on 31 December 2000, it was necessary for the Assembly to appoint three people to fill the resulting vacancies. The people appointed will serve for a period of three years, beginning on 1 January 2001.

Omer Yousif Bireedo (Sudan), Spyridon Flogaitis (Greece), and Brigitte Stern (France) had been nominated by their respective Governments for appointment, and those candidates were then recommended to the General Assembly by acclamation.

United Nations Staff Pension Committee

The present members and alternate members appointed by the General Assembly for terms of office expiring on 31 December 2000 were: Kenshiro Akimoto (Japan), Gerhard Kuntzle (Germany), Nester Odaga-Jalomayo (Uganda), Philip Richard Okanda

Owade (Kenya), Carlos Dante Riva (Argentina), Susan Shearouse (United States), Amjad Hussain B. Sial (Pakistan) and Victor V. Vislykh (Russian Federation).

Accordingly, it was necessary for the Assembly to elect four members and four alternate members to serve for a term of three years which will begin on 1 January 2001.

The Secretary-General had informed the General Assembly that the following persons had been nominated by their respective Governments: Valeria Maria Gonzalez Posse (Argentina), Gerhard Kuntzle (Germany), Kenshiro Akimoto (Japan), P.R.O. Owade (Kenya), Victor Vislykh (Russian Federation), Susan McLurg (United States), Riaz Hamidullah (Bangladesh), Lovemore Mazemo (Zimbabwe).

Since the number of candidates corresponded to the number of vacancies, those candidates were recommended for appointment by acclamation.

The appointments were recommended on the understanding that the term of office might be adjusted at a later date to conform with any decision that the General Assembly might wish to take.

International Civil Service Commission

As the terms of office of Corazon Alma de Leon (Philippines), Alexei Fedotov (Russian Federation), Humayun Kabir (Bangladesh), Ernest Rusita (Uganda) and El Hassane Zahid (Morocco) will expire on 31 December 2000, it was necessary, therefore, for the Assembly to appoint five people to serve four-year terms beginning on 1 January 2001.

The Government of the Philippines had informed the Committee at a previous meeting that it was withdrawing its candidate, Corazon Alma G. de Leon. The remaining five people nominated to fill the vacancies were: Alexei L. Fedotov (Russian Federation), Asda Jayanama (Thailand), Ernest Rusita (Uganda), C.M. Shafi Sami (Bangladesh) and El Hassane Zahid (Morocco).

Since the number of candidates corresponded to the number of vacancies, Ernest Rusita (Uganda), El Hassane Zahid (Morocco), Asda Jayanama (Thailand), C.M. Shafi Sami (Bangladesh), Alexei L. Fedotov (Russian Federation) were recommended, for appointment by the Assembly, by acclamation.
