UNITED NATIONS SENIOR MANAGEMENT SEMINAR AT HEADQUARTERS, 22 - 26 MAY
20000519The United Nations Senior Management Seminar 2000 will be held at Headquarters from 22 to 26 May 2000, organized by Norway in cooperation with the Department of Peacekeeping Operations, under the joint auspices of the Governments of Denmark, Finland, Norway and Sweden. The Seminar will be opened by the Under-Secretary-General for Peacekeeping Operations, Bernard Miyet, at 9 a.m. on Monday, 22 May, in the Dag Hammarskjöld Library Auditorium.
The purpose of the Seminar is to prepare civilian and military personnel for top leadership positions in United Nations-mandated peace operations, given the complexity of modern multifunctional peace operations. Civilian elements, such as gender issues, human rights, humanitarian assistance, relations with the local community and the local authorities, civilian police, and so forth, are emphasized in the Seminar. The main topics are leadership, multifunctional operations, operational and administrative aspects, and the United Nations mandate and legal aspects.
The Seminar is organized in two parts. The first part was conducted in Oslo from 14 to 19 May. The second part is in New York. During the first part, lectures on various topics were presented by eminent persons from throughout the world. The second part of the Seminar will focus on the roles and functions of the United Nations Security Council, the General Assembly, the Secretariat, humanitarian agencies, non-governmental organizations and contributing countries. The participants are divided into discussion groups and solve problems linked to fictive and present peace operations. Their conclusions will be forwarded to United Nations Headquarters for further evaluation. Participants in the Seminar are high-level civilians or military personnel from all over the world.
