NEW PERMANENT REPRESENTATIVE OF EL SALVADOR PRESENTS CREDENTIALS

The new Permanent Representative of El Salvador to the United Nations, José Roberto Andino-Salazar, presented his credentials today to Secretary-General Kofi Annan.

From May 1996 until his current appointment, Mr. Andino-Salazar served as El Salvador’s Ambassador to Spain and Morocco, stationed in Madrid. Prior to that, from September 1992 to April 1996, he was Ambassador to the Organization of American States (OAS). He also served as his country’s Ambassador to Colombia and Barbados from 1985 to 1992.

Earlier assignments in the Ministry of Foreign Affairs included Director General of Foreign Policy (1985), Ambassador and Alternate Representative of El Salvador’s Mission to the United Nations (1979-1984), Alternate Representative to the Executive Committee of the Salvadoran Foreign Trade Institute (1978-1979), and Director for American Affairs (1976-1978).

While El Salvador’s representative to the OAS, Mr. Andino-Salazar held a variety of positions, among them, Chairman of the Permanent Council, Chairman of the Committee on Hemispheric Security of the Permanent Council, and Vice-Chairman of the Inter-American Economic and Social Council. He has also represented his Government on dozens of official missions and diplomatic meetings, such as special sessions of the OAS General Assembly (1992, 1993, 1996), the eighth session of the United Nations Conference on Trade and Development (UNCTAD VIII) (1992), the ministerial meeting of banana-exporting countries (1991) and the regional conference on absolute poverty (1988).

Mr. Andino-Salazar has been a panellist and lecturer at universities in the United States and Europe on, among other topics, the OAS and hemispheric security, the resurgence of the OAS in the post-cold-war period, and the peace process in Central America.

He has a degree in International Relations from the University of El Salvador. Born 10 July 1948, he is married with four children.
