NEW PERMANENT REPRESENTATIVE OF ARGENTINA PRESENTS CREDENTIALS

The new Permanent Representative of Argentina to the United Nations, Arnoldo Manuel Listre, presented his credentials to Secretary-General Kofi Annan on Monday, 10 January.
From 1994 until his current appointment, Mr. Listre served as Argentinas Ambassador to the Russian Federation, as well as his countrys representative to Georgia, Armenia, Uzbekistan, Turkmenistan, Belarus, Kyrgyzstan, Azerbaijan and Kazakhstan.
Prior to that, he held a variety of posts within the foreign ministry, including Counsul General and Director of the Argentine Trade Promotion Centre in New York (1991-1994), Director-General of Personnel (1990), representative of the Ministry of Foreign Affairs to the Ministry of Works and Public Services (1989), and Chairman of the Argentine delegation to the Commission for the Administration of the River Plate (1989).
Earlier in his diplomatic career, Mr. Listre served as Argentinas Ambassador to Hungary (1987-1989) and Nigeria (1985-1987), and during his posting to Nigeria he also served as Argentinas representative to Chad, Ghana, Togo and Benin. Prior to that, he was Director-General for Foreign Policy in the Foreign Ministry (1982-1985), and Acting Permanent Representative to the United Nations (1982), during which time he acted as adviser in negotiation on the Malvinas conflict.
Mr. Listre entered the foreign service in 1964, but resigned in 1966 because of a military coup détat in his country. He returned to the foreign service in 1974 and subsequently served in the Office of the Legal Counsel (1974) as Minister Plenipotentiary (1975), and in the Mission to the Organization of American States (1975). He later headed the diplomatic mission in Costa Rica (1979), the Cabinet of the Minister (1981) and the International Organizations Section (1981).
Mr. Listre, who received his law degree from the University of Buenos Aires in 1962, has been assigned a wide variety of diplomatic special assignments, representing his country at meetings of the Third United Nations Conference on the Law of the Sea, the General Assembly of the Organization of American States and the Non-Aligned Movement. He has prepared papers on arbitration, with particular reference to the Beagle Channel case and cases involving international rivers, and lectured on the regime of the continental shelf and the development of the law of the sea.
Born 22 February 1938, he is married with three children.
