The following statement was issued today by the Office of the Spokesman for Secretary-General Kofi Annan:

The Secretary-General has read reports of developments in the northern Caucasus with great concern. He expresses his strong hope that special care is taken to avoid innocent civilian casualties in the current conflict and that the provisions of humanitarian law in armed conflict are respected.
