The following statement was issued today by the Spokesman for Secretary-General Kofi Annan:

The Secretary-General warmly welcomes the initiative to mobilize funds needed to implement the Cologne agreement. The Secretary-General welcomes the initiative of the United States to cancel all bilateral debt and hopes additional resources will be mobilized to fully implement the agreement.
