KINGSTON, 9 August -- Charles Manyang D'Awol, who was today elected President of the Council of the International Seabed Authority for 1999, has been Director of the Legal Office in the Ministry of External Relations of the Sudan since 1996.

Mr. D'Awol held the post of Ambassador at the Foreign Minister's Office in Khartoum from 1990 to 1992 and was then appointed Ambassador to the United Republic of Tanzania, where he served until 1996.

Born in the Sudan on 1 January 1948, Mr. D'Awol holds a Bachelor of Laws degree from the University of Khartoum and a Masters degree from St. Johns University in New York, and graduated with honours from the University of California, Berkeley, with a Master of Laws degree in 1982.

He served as Legal Officer in his country's Permanent Mission to the United Nations in New York (1974-1978) and in Geneva (1978-1980). In 1982, he became Deputy Director of the Legal Department in the Ministry of Foreign Affairs, a post he held until 1984. He then served successively as Counselor at his country's Embassy to the United Republic of Tanzania (to 1988) and as Minister Plenipotentiary to China (1988-1990).

Mr. D'Awol was a member of the Sudanese delegation at all sessions of the United Nations Conference on the Law of the Sea from 1975 through 1981, during which time he served as Rapporteur of the Third Committee of the Conference, dealing with preservation and protection of the marine environment, scientific research and transfer of technology. He also served on the Preparatory Commission for the International Seabed Authority and the International Tribunal for the Law of the Sea (1983-84).

Mr. D'Awol is married and has seven children.
