KINGSTON, 9 August -- José Luis Vallarta-Marrón, who was today elected President of the Assembly of the International Seabed Authority for 1999, has been Ambassador of Mexico to Jamaica since August 1995 and Permanent Representative of Mexico to the Authority since October 1997.
He joined the Mexican Foreign Service in 1963 and held various positions in the Foreign Ministry. He served as Consul General of Mexico in Montreal from 1988 to 1990 and as Ambassador to Poland from 1990 to 1995.
Mr. Vallarta was born on 17 December 1936, and holds a bachelor's degree in law from the Autonomous National University of Mexico. He has represented his country at United Nations Headquarters in New York from 1966 to 1973 and in Geneva from 1973 through 1979, and was Alternate Permanent Representative to the Organization of American States in Washington, D.C., from 1982 to 1988.
He headed the Meeting of Experts on Environmental Law of the United Nations Environment Programme which took place in Uruguay in 1981. He was also Chairman of the Working Group on the Prevention of Pollution and the Preservation of the Marine Environment of the United Nations Conference on the Law of the Sea, and head of the Mexican Delegation on the First Committee at the Conference that negotiated the 1973 International Convention for the Prevention of Pollution of the Sea from Ships (MARPOL).
Mr. Vallarta-Marrón is married and has three children.
