PREPARATORY COMMITTEE FOR GENERAL ASSEMBLY'S SPECIAL SESSION TO REVIEW IMPLEMENTATION OF CAIRO OUTCOME CONCLUDES WORK
19990629 The Commission on Population and Development acting as the preparatory committee for the special session of the General Assembly for the overall review and appraisal of the implementation of the Programme of Action of the International Conference on Population and Development (Cairo, 1994) concluded its session this evening.The Committee decided to transmit to the special session for further consideration the text on key actions for the further implementation of the Cairo Programme of Action. While the Committee agreed on some paragraphs of the text, others would be marked to indicate that they were still being discussed.
At its last session, held from 22 March to 1 April, the preparatory committee approved organizational matters for the special session, but was unable to agree on key proposals for the further implementation of the Cairo Programme of Action. Therefore, it decided to resume its session to act on those proposals. The special session is scheduled for 30 June to 2 July.
The text on key actions to be transmitted to the special session addresses, among others, such topics as: international migration; the promotion and protection of women's human rights; ensuring voluntary quality family-planning services; reducing maternal mortality and morbidity; promoting adolescent sexual and reproductive health; partnerships and collaborations; and mobilizing resources.
That text was contained in the report of the preparatory committee for its resumed session concluded today, which was adopted by the committee. The report also contained a list of non-governmental organizations recommended for accreditation to the special session. It was introduced by the committee Vice-Chairman cum Rapporteur Gabriella Vukovich (Hungary).

During the four days of its resumed session the preparatory committee held formal and informal negotiations in preparation for the Assembly session.
Addressing the opening meeting, the Chairman of the Preparatory Committee, Anwarul Karim Chowdhury (Bangladesh), said he hoped that, in the days ahead, the spirit which had resulted in the Cairo Programme of Action would be maintained. He also hoped that everyone would be happy with the final outcome. Special sessions were major exercises tied to the global conferences of the 1990s. The review processes formed a close and integral link in the work of the United Nations.
During the resumed session, the committee also accredited 24 non- governmental organizations (NGOs) to the Assembly session.
The NGOs accredited to the special session were: Action Canada for Population and Development; Association des Demographes Marocains; Australian Reproductive Health Alliance, Inc.; Austrian Foundation for World Population and International Cooperation; Botswana National Youth Council; Center on International Cooperation (United States); Centre for Partnership in Development (Norway); Cooperative des Femmes pour l'Education, la Sante Familiale et l'Assainissement (Mali); DKT International (Philippines); and Equidad de Genero: Cuidadania, Trabajo y Familia (Mexico); HelpAge India; Institute of Population Research, Peking University (China);
Also accredited were: Institute of Women and Ethnic Studies (United States); Mauritanian Association for Development and Environment Protection; Mujer y Salud en Uruguay; Namibia Planned Parenthood Association; National Abortion and Reproductive Rights Action League (United States); National Abortion Federation (United States); National Asian Women's Health Organization (United States); National Federation of Youth Organizations in Bangladesh; Philippine NGO Council on Population, Health and Welfare, Inc.; Radin Institute for Family Health Education and Promotion (Iran); United States Committee for the United Nations Population Fund; Wallace Global Fund (United States).
On the topic of NGOs, the Chairman said the committee had decided previously that participation of NGO's should be on an equal and sufficient basis. The committee planned to stand by that decision and it was his responsibility to ensure that decision was enforced.
