NEW PERMANENT REPRESENTATIVE OF BRAZIL PRESENTS CREDENTIALS
19990602 Biographical NoteGelson Fonseca Jr., the new Permanent Representative of Brazil to the United Nations, today presented his credentials to Secretary-General Kofi Annan.
Prior to his new appointment, he served twice as Special Adviser to the President of the Republic, most recently in 1995 and prior to that from 1990 to 1993.
Between 1988 and 1990, Mr. Fonseca was Head of Cabinet to the General Secretary for Foreign Affairs. From 1977 to 1984, he served as Assistant to the Minister for Foreign Affairs and as a member of the Political Planning Staff from 1979 to 1984. He was the Second Secretary at the Brazilian Embassy in Washington, D.C., from 1973 to 1976.
Mr. Fonseca was a professor of international relations at the Instituto Rio Branco from 1979 to 1993 and at the Universidade de Brasilia in 1979.
He was awarded a Masters degree in Latin American studies in 1976, from Georgetown University. He also studied at the Instituto Rio Branco (1968-1969) and the Universidade do Estado da Guanabara.
Mr. Fonseca was born in Rio de Janeiro on 6 September 1946.
